Education Minister Go-Chu's Statement on the Rapeseed Oil Policy

Good evening, ladies and gentlemen. It is with great pleasure that I, Education Minister Go-Chu, present to you the Government of Korea's Rapeseed Oil Policy.

I am here today to announce the details of our new nationwide initiative to mandatorily obligate rapeseed oil as the primary cooking oil utilized in all public and private institutions starting January 1st, 2020.

The reason for this policy is to greatly reduce the amount of saturated fats, which are detrimental to one’s health, that are consumed throughout our nation. The saturated fat content in Palm oil and Soybean oil, the two types of oil that are currently consumed most, is much higher than in Rapeseed oil.

In taking a look at the main ingredients of each oil in question, we can conclude the following information:

• Palm oil contains 40-50% of saturated fat

• Soybean oil contains 15-20% of saturated fat

• Rapeseed oil has saturated fat content that ranges between 7-11%

The plan for the implementation of this policy is as follows:

• Starting December 15th, 2019, all public institutions will have to transition to Rapeseed oil

• Starting January 1st, 2020, all private institutions will have to transition to Rapeseed oil

To grant people sufficient time to adjust to these new policies, manufacturers and importers are allowed a one-month grace period starting December 15th, 2019 and ending January 15th, 2020 to increase the number of Rapeseed oil in the market.

During this one-month grace period, the public can enjoy the benefits of both Palm oil and Soybean oil.

Rest assured that any measures against Palm oil and Soybean oil are to be temporary and targeted solely at reducing saturated fat consumption. As soon as the proportion of Rapeseed oil consumption surpasses that of Palm oil and Soybean oil, the import of both oils shall be restored, and no further measures will be taken.

In addition to this policy, the following are lists of natural and artificial elements that we request establishments to take into consideration when choosing cooking oil:

• High levels of linoleic acid

• Low levels of trans-fat

• Low levels of saturated fat

• Low levels of cholesterol

• Low levels of Artificial additives

Once again, I encourage all establishments to utilize Rapeseed oil as the primary cooking oil in order to reduce the health risks associated with high levels of saturated fat.
